Regulación de la expresión génica: cómo operan los mecanismos epigenéticos

El fenotipo de cada célula no sólo depende de la secuencia de nucleótidos del ácido desoxirribonucleico (ADN), sino que está determinado por los genes que son expresados y aquellos que no lo son. Una forma de regular este patrón de expresión génica es modificar la estructura de la cromatina a través de diversos mecanismos epigenéticos. En el presente artículo se revisan los mecanismos epigenéticos más importantes: metilación del ADN, modificación post-traduccional de las histonas, silenciamiento génico mediado por ácidos ribonucleicos no codificantes, remodelado de cromatina dependiente de adenosín trifosfato y proteínas del grupo Polycomb y Trithorax.

Espionage, the secret collection of information, or intelligence, regarding business, military, economic, or political decisions, but most commonly relating to governmental foreign and defense policy, generally has a national security connotation and therefore exists in an aura of confidentiality. Nowadays, domestic and international espionage methods and operations have few boundaries, they have been romanticized in popular fiction and mass media, but espionage’s reality and the constant repercussions of it are an issue that should be a topic of discussion. Espionage, involves the recruiting of agents in foreign nations; efforts to encourage the disloyalty of those possessing significant information; and audio surveillance as well as the use of a full range of modern photographic, sensing, and detection devices, and other techniques of eliciting secret information. The Portuguese Republic believes that it is time for the international community to readjust legal measures that have been established regarding this topic; in that regard, the first step is to determine a universal definition of espionage, what it stands for, its variations and what types of activities it involves.    The Republic of Portugal has a tumultuous political history with intelligence agencies, in the 1940s, Antonio de Oliveira Salazar's dictatorship created a secret police force, which gained a reputation for domestic and political espionage, generating a negative perception towards espionage in the country. In the early 1980s, the oppressive secret services were abolished and the government formed new intelligence and security services that were barred from political and domestic espionage. Currently, the main intelligence agency is the Sistema de Informações da República Portuguesa (SIRP), which oversees the protection of national security by producing and analyzing intelligence information gathered from foreign and domestic sources. This system is divided into The Security Information Service “SIS” and the Serviço de Informações Estratégicas de Defesa e Militares or SIEDM. Moreover, as Portugal is aware of the threat that espionage represents, especially today with the constant technologic advancements, we have outlawed hacking and cyber espionage, which has become an aggravated offense if the perpetrator obtains information by violating security measures and gaining access to trade secrets or other information protected by law. This is established in article 7 of the Portuguese Penal Code which states “Any person who, without authorization obtains for himself or another person an unlawful gain or use by any manner accessing an information system or network, shall be sentenced to imprisonment (…) for a term of one year not exceeding five years”. Internationally, Portugal has expressed deep concern at the negative impact that espionage, surveillance and interception of communications may have on human rights and in 2013 showcased their concerns by adopting UN Resolution 68/167 “Right to privacy in the digital age”.    Portugal believes that establishing cooperative and peaceful relationships with neighbor States enables leaders to focus on achieving national goals associated with social, political, and economic advancement. Therefore the Portuguese Republic proposes the Global Congregation Union, will focus on addressing issues that transcend national boundaries, on a multilateral level, such as personas no gratas, current espionage issues and cyber hacking; where relevant state actors associated with the particular functional area would convene to frame cooperative solutions. The Global Congregation Union will have annual gatherings which will based on a member of states rotation, furthermore, this union will be financed by those Member States of the United Nations that voluntarily decide to join this Group and, to support its formation with logistical and economic resources. Moreover, we also propose the creation of the Hawkeye Initiative. A program, similar to the framework of NATO's Smart Defense Initiative and open to all UN members, that seeks to develop means of sharing technical information; awareness of threats and attacks; and advanced cyber-defense sensors, providing a form of expert collaboration through threat assessments and conjoined knowledge to create an improved international contingency plan. It is important to highlight that judicial processes must be carried out under a framework of respect for domestic laws, reinforcing the concept of sovereignty and only suggesting the use of international or external actors if the State’s government in question so wishes, in accordance to its foreign policy legislations. The Hawkeye Initiative will be considered a branch of the Global Congregation Union that will counteract any concerns that espionage actions generate, considering it a key vehicle to advance our espionage defense capabilities in a multinational format. Finally, this program will work with similar entities such as the Counter Terrorism Group and Interpol; while also being supported by NATO’s Industry Cyber Partnership (NICP), the Armed Forces Communications and Electronics Association (AFCEA) and Portugal, together with other NATO, EU and national partners from academia, private sector and government.
